Reports of revolt against President Trump at the Environmental Protection Agency is the result of a changing administration and ideology within the organization, said Administrator Scott Pruitt. EPA issued the Request for Comment in response to the February 2017 Executive Order issued by President Trump, "Enforcing the Regulatory Reform Agenda", that seeks "to alleviate unnecessary regulatory burdens on the American people". Among the proposed casualties are the clean power plan, climate change research, hazmat cleanup funds and state grants for air, water, waste and toxic substance programs.
While in Pennsylvania, Pruitt told coal miners that the "regulatory assault" on their industry is over-apparently referring to the executive order Trump signed on March 28 that could end the Clean Power Plan, which limits carbon pollution from coal-fired power plants. The executive order could make it more hard for the U.S.to hit its carbon reduction benchmarks.

David Doniger, director of NRDC's Climate and Clean Air program, says we've now entered the Trumpocene era-which will be known for climate denial, propping up declining energy, and putting our health and welfare at risk. "It's a little more positive now, that the coal markets are starting to pick up", Carson said.
"It's very early in the administration, but in the past eight years we've seen a systematic attack on the industry from top to bottom", she said.
